I've just read the article recommended by Tim. My guess is that a good motivation for contributing could be a common set of challenges, which would drive this kind of initiative to industry-specific repositories. Another way to gather people willing to contribute would be to provide specific support for some process optimization methodologies -- these are like religion for some people. A good example would be a Six-Sigma oriented process repository.</description>
